Ogden City Public Utilities Division provides a detailed monthly bill for all city-supplied utilities which includes water, storm water, sanitary sewer, and refuse monthly bills. We make every effort to read each water meter every month barring adverse conditions, or inclement weather. Bills are generally estimated from December through February due to snow and freezing temperatures. In order to maintain the most cost efficient manner of meter reading, the City is divided into several control areas. The location of your property within this control area determines the day of the month your meter is read. Bills are produced weekly for each specific area. Because of this strict scheduling and our desire to offer quality service while maintaining cost efficiency, we regret that we are unable to change the day your meter is read and billed.
Ogden City Public Utilities has a sophisticated billing system. The new billing system enables customers and city staff to efficiently manage billing queries and payments and better serve our customers. Some of the services of the billing system are:
- Ability to receive bills by e-mail
- Ability to pay your bill, review billing, usage, and payment history online
- More efficient customer service and enhanced billing review and question handling
Customer service is our first priority. If you have questions or concerns about your bill or need other assistance with your water service, please call our customer service section.
Billing Process and Collection
Bills are due upon receipt. A bill is considered past due seventeen days from mailing. Payments may be made at our office located at 133 W. 29th Street, online, by an automatic withdrawal from your checking or savings account (see below), or by mailing the bill along with a check in the self-addressed envelope included with your monthly statement. If paying at our office please bring your complete water bill with you. A night deposit box is available on the northeast side of our building. For your convenience, current water bill payments are also accepted at these physical locations:
Credit arrangements are available to owners on a short-term basis. Arrangements for payment can be made in the Utility Office. If your account falls past due, and arrangements for payment have not been made, your water may be shut off. Arrangements must then be made to restore service.
Ogden City offers you several payment options for remitting payment for utilities. You now have the ability to view your balance and pay your Ogden City utility bill online. For your convenience this link is available to pay water, sewer, and refuse with just the click of a mouse. To pay your utility bill online, you must first register; afterward, you can pay your utility bill online each month using a credit card. To insure the security of your transaction, the web site uses the latest technology and security system.
Automatic withdrawal from your checking or savings account is another payment method available to customers in good standing. All you have to do is complete, sign and return the application form. Once we receive the application form, we will process your request and send you notification of acceptance and the date when the Automatic Withdrawal Option will begin on your account. You will continue to receive your monthly utility bill in the mail. Payment will be automatically deducted from your bank account and credited to your utility account. There is a charge for returned transactions. If we are unable to accept your request, your voided check will be returned to you.
Residential and commercial water rates are based on the gallons of water used, meter size, a base rate and whether you have secondary water. The base rate is charged monthly, and is based on the water meter size. A discount of the minimum monthly charge, or base rate, is given to users who are granted tax abatement by Weber County. Sewer charges are billed in accordance with water use. The minimum sewer charge is based on the size of the water meter. Refuse and recycling rates are calculated separately.
A fifty percent (50%) discount on the minimum monthly water service charge, or base rate, and a $2.50 per month discount on refuse service will be given to the following:
- Weber County Abatement Discount: Any user in a single or two-family dwelling who as an owner of the property is, each year, granted abatement for taxes on their dwelling in Weber County.
- Military Discount: Any residential user who is responsible for an Ogden City Utility bill and is deployed to a combat zone designated by the President of the United States. Satisfactory proof of deployment must be provided to the Utility Manager. Owner, owner’s spouse or tenant, with verification of lease and responsibility to pay the utility bill are able to apply for this discount. The discount or reduction shall be limited to the period of deployment and shall be applied to all members of the U.S. military, including active duty, reserve and national guard troops.
