The construction inspection process exists to ensure new construction, remodels, and expansion of existing structures being constructed within the City comply with code requirements, State laws, and City ordinances. The Development Service Center exists to provide clients a single point of contact for the construction process and a web-based system for tracking their construction progress. Instructions for use of the web-based system are provided to applicants at the time building permits are issued.

When to Call for an Inspection

The permit holder needs to call for an inspection at specific times during construction. The following are general guidelines for some of the most common inspections required.

  • Sewer and water service line inspection: When the lines are installed from the road to the structure before the excavation is covered.
  • Footing inspection: When excavation is complete, the forms and reinforcement steel are in place but before any concrete is poured.
  • Foundation inspection: When forms and reinforcing steel are in place, but before any concrete is poured.
  • Underground/Under slab inspection: When underground plumbing and heating is in place but before the floor slab is poured.
  • Rough four-way inspection: When the wiring, plumbing and heating are installed and the framing is complete. Separate trade inspections are often done at the this time.
  • Framing inspection: When all roof, walls, floor framing, fire stopping, and bracing are complete.
  • Electrical/rough wiring inspection: Before any part of the work is concealed.
  • Rough Plumbing inspection: Before any part of the work is concealed.
  • Rough heating and refrigeration inspection: Before any part of the work is concealed.
  • Power to panel inspection: Electrical meter is placed and ready to be hooked up.
  • Insulation inspection: Before wall or ceiling cavities are concealed and insulation has been installed.
  • Sheet rock inspection: After nailing and before taping of required fire walls and braced walls.
  • Final inspection: When all framing, electrical, plumbing and mechanical work is complete but prior to final occupancy of the building.

What Are We Looking For?

Storm Water Pollution Prevention Plan Requirements

The SWPPP permit holder is required to inspect the site briefly each day in order to be aware of and therefore remedy any problems that may arise during the project. A formal inspection needs to be completed each week by a competent storm water inspectorAdditional inspections must be performed within 24 hours of a storm event in excess of 0.1 inch rainfall during a one hour period.

The inspection reports must be kept with the SWPPP and SWPPP permit at the entrance to the project. A copy of the self inspection reportsPDF Document must be kept in the field office for a permanent record. At any time Ogden City may request a copy of these reports. Federal Regulations require these records to be kept for three (3) years after the project has ended.

Upon completion of the project, the site must be stabilized using permanent flora, pavement, or other approved method. This must be done prior to bond release and issuance of certificate of occupancy. Sites with a Utah State Department of Environmental Quality, Division of Water Quality construction permit require a Notice of Termination (NOT) be filed to conclude the project at the state level and formally end the SWPPP inspection requirements.
