Engineering Permits

All work performed in the City right-of-way and all development projects require an engineering permit. In accordance with state laws, only a licensed contractor can pull the permit. The contractor will pull the permit at the One-Stop Service Counter located on the 2nd floor of the Ogden City Municipal Building.

Types of permits:

  • ROW (Right of Way)
  • SWPPP (Storm Water Pollution Prevention Plan)
  • Water Permit

The ROW permit is required when working in the city Right-of-Way. The Right of way area includes city streets, curb and gutter, park strips, and sidewalks (where present), and most often extends 6-12" past the edge of the sidewalk. Because Right-of-Way widths may differ from street-to-street, it is recommended that you contact the Engineering Division's Information hotline at 801-629-8980 to verify ROW location and width. Only licensed contractors may pull a Right-of-Way permit.

The SWPPP permit is required when you are disturbing land that has the potential of washing into the city storm drainage system. When pulling an SWPPP permit, Ogden City asks that you bring a site plan into our One-Stop-Service Counter located on the 2nd floor of the Municipal Building. This site plan should show project location, detail the work that is being performed, and show what BMP (Best Management Practices) are being employed by the owner/contractor to keep debris from leaving the construction zone. BMP's that are used must conform to Ogden City's standards.

The Water Permit is required when installing a new water connection (tap and meter) to the city water main. All such work shall be performed by licensed and bonded contractors who meet Ogden City's insurance requirements.

All public improvements and private development are governed by the 2008 Ogden City Engineering Standards and Amendments for Public Works Projects PDF Document.

Ogden City’s Engineering Standards incorporate many aspects of the “2007 APWA Manual of Standard Specifications” and “2007 APWA Manual of Standards Plans”. Electronic copies of these two volumes can be purchased from the American Public Works Association (AWPA) or at the City Municipal Building.
