Ogden City ordinance requires all businesses to be licensed. Ogden City's licensing regulations may be found in Section 5 of the municipal code. State business licenses are also required for certain businesses such as massage therapy, beauticians, and contractors. A general business license requires approvals from a variety of Ogden City staff members as well as from the Weber-Morgan Health Department; most general business licenses in Ogden City can be issued within 30 days. Please come to the second floor (north end) of the Ogden City Municipal Building to apply for your license between the hours of 8 a.m. and 5 p.m., Monday through Friday, holidays excluded.
Business licenses must also be renewed annually. Ogden City provides an online renewal service for the following types of business licenses:
- Commercial
- General business
- Home occupation
- Rental property (Good Landlord program discounts and restrictions apply)
All other types of business licenses must be renewed in person.
Commercial/General Licenses
Home Occupation Licenses
A home occupation is defined as the use of a portion of a dwelling (such as an office, studio, or work room) for occupations which are customarily conducted in the home and that are incidental to the primary use as a home or residence. Home occupation businesses must comply with the following guidelines:
- The occupation is limited to members of the family who reside on the premises
- The occupation does not require any interior or exterior alterations of the dwelling
- The occupation does not include the sale of commodities which are not produced on the premises
- The occupation does not use any accessory building, yard, or space outside of the main building not normally associated with residential use; it may include child day care of not more than five (5) children
- The occupation does not include any wholesale and/or retail sales of commodities
Alcohol/Beverage Licenses
Businesses selling alcoholic beverages must obtain both city and state alcohol beverage licenses. The city license and local consent approval must be obtained prior to application for a state beer and/or liquor license. Separate licenses and fees are required in addition to a general business license. The sale of beer and/or liquor is also subject to a special (occupational) tax by the Bureau of Alcohol, Tobacco and Firearms of the U.S. Government.
Beer : Ogden City beer licenses are classified as follows,
Liquor : Liquor consumption licenses are required for private clubs and restaurants that sell alcohol as well as beer. A single event permit is available through the State of Utah for the temporary sale of alcohol.

Application Process : The following are the steps necessary to apply for and obtain approval for a beer or alcohol license,

Step 1: City license applications are completed and applicable fees are paid

Step 2: Application is reviewed for applicable zoning and other City requirements

Step 3: Application is referred to other agencies for comment

Step 4: Recommendations are compiled and forwarded to the Mayor or his designee for consideration

Step 5: The mayor or his designee approves or denies the license

Step 6: The license is issued and a local consent form is signed

Step 7: The license and local consent form are forwarded to the Utah Department of Alcoholic Beverage Control (UDABC)
A minimum of 21 days should be allowed for gaining approval of the City alcohol/beverage license and signing of the local consent form. State licenses are normally approved by the State Liquor Commission on the fourth Friday of each month. Applications should be recorded and fees paid to Ogden City prior to the 10th of any month to be considered at that month’s State Liquor Commission meeting.
