a.     Girl Scouts of the USA .  Proposed Joint Proclamation declaring March 12, 2012 as “Girl Scout Day” in Ogden City, recognizing the 100^th Anniversary of the Girl Scouts of the USA.  (Joint proclamation adopted, vote: 7-0)

5.     Approval of Minutes:  (Voice vote)

a.     Minutes of the work session of September 6, 2011 – Council Member Stephens

b.    Minutes of the regular meeting of December 20, 2011 – Council Member Wicks   

6.     Common Consent:  (Voice vote)

a.     Amendments to the Annual Action Plan and the Five Year Consolidated Plan 2010-2015 .  Proposed Resolution 2012-2 adopting Amendment #1 to the Five Year Consolidated Plan 2010-2015 and Amendment #1 to the Annual Action Plan July 1, 2011 through June 30, 2012, and directing that these documents be submitted to the U.S. Department of Housing and Urban Development.  (Public hearing set for March 20, 2012, vote: 7-0)

b.    Annual Action Plan Amendment – Budget Opening .  Proposed Ordinance 2012-11 amending the budget for the Fiscal Year July 1, 2011 to June 30, 2012 by increasing and decreasing the anticipated revenues and transfers for a net increase of $460,140.00 from sources as detailed in the body of this ordinance; and increasing and decreasing the appropriations for a net increase of $460,140.00 as detailed in the body of this ordinance.  (Public hearing set for March 20, 2012, vote: 7-0)

7.     Reports from the Planning Commission:

a.     Indoor Climatized Personal Storage Units .  Proposed Ordinance 2012-12 amending the Ogden Municipal Code by amending Section 15-2-20 to define storage units, personal, indoor and climatized; by amending Section 15-38-5 to allow for indoor climatized personal storage units as a conditional use with restrictions.  (Ordinance not adopted, vote: 7-0)

b.    Amendment to Eccles Historic District for Home Occupations.  Proposed Ordinance 2012-10 amending the Ogden Municipal Code by amending Section 15-2-9 and Section 15-35-3 to eliminate the use of outside employees for home occupations in the Eccles Historic District.  (Ordinance adopted, vote: 7-0)
