04-24-12 City Council Meeting Results:  

1.     Roll Call.

3.     Moment of Silence.   

4.     Recognition:

a.   Joint Proclamation proclaiming May 10, 2012 as “Make-a-Difference Day” in Ogden City.  (Joint proclamation adopted, vote: 7-0)

b.   Joint Proclamation proclaiming May 2012 as “Foster Care Month” in Ogden City.  (Joint proclamation adopted, vote: 7-0)

c.   Joint Resolution recognizing the Ogden Migratory Bird Program for its efforts to provide public education and increase appreciation for all birds.  (Joint resolution adopted, vote: 7-0)

5.     Appointments (Approved, vote:7-0): 

a.   Advice and consent consideration for the re-appointment of Greg Chapman and Steve Porter to the Ogden Housing Authority. 

b.   Advice and consent consideration for the appointment of Joseph R. Simpson to the Records Review Board.    

6.     Requests to be on the Agenda:

a.   Arts Advisory Committee Sunset Review and Renewal Report 2009-2011.  Review and Consideration of Proposed Ordinance #2012-20 to amend Ogden City Municipal Code Section 3-16-2 to revise the term of office for the Chair and Vice Chair of the Ogden City Arts Committee; amending Section 3-16-5 to extend the sunset date for the Ogden City Arts Committee until December 31, 2014.  (Proposal removed from the agenda for further discussion, vote: 7-0)

7.     Approval of Minutes:

a.     Minutes of the Special Meeting of January 3, 2012– Council member Van Hooser

b.    Minutes of the Work Session of January 3, 2012 and the Work Session of January 31, 2012 – Council member Wicks

c.     Minutes of the Work Session of January 10, 2012 – Council member Stephens

d.    Minutes of the Work Session of February 21, 2012 – Council member Hyer

e.     Minutes of the Regular meeting of January 3, 2012 and the Study Session of March 20, 2012 – Council member Gochnour

8.     Common Consent  (voice vote):

a.     Utility Rates Study Schedule.   Proposed Resolution #2012-9 amending the schedule for the review and implementation of the Utility Rates Study as set forth in Resolution 2012-1.  (Resolution removed from the agenda, vote: 7-0)

 9.     Public Hearing:  

a.     Mobile Apps Program.  

                      i.    Mobile Apps Program and Budget Opening Presentations. 

                     ii.    Public Hearing. 

                    iii.    Mobile Apps Program Funding Match.   Proposed Resolution #2012-8 Authorizing the Community & Economic Development Division of Ogden City to implement funding for the EDA required match and the balance for the competitive start-up business loans regarding the Mobile Apps Program.  (Resolution adopted, vote: 6-1

                    iv.    Budget Opening – Mobile Apps Program.  Proposed Ordinance #2012-18 amending the Budget for the Fiscal Year July 1, 2011 to June 30, 2012 by increasing and decreasing the anticipated revenues and transfers for a net increase of $1,910,000.00 from sources as detailed in the body of this ordinance; and increasing and decreasing the appropriations for a net increase of $1,910,000.00 as detailed in the body of this ordinance. (Ordinance adopted, vote: 6-1
