5.     Common Consent:

a.     Community Day of Prayer .  Proposed Joint Proclamation declaring May 3, 2012 as “Community Day of Prayer” in Ogden City.  (Proclamation adopted, vote:7-0  

6.     Approval of Minutes: (Voice vote)

a.     Minutes of the study session of February 28, 2012 – Council Member Wicks

7.     Public Hearing:

a.     Annual Action Plan .  Proposed Resolution 2012-7 adopting the Annual Action Plan for the period July 1, 2012 through June 30, 2013, and directing that this document be submitted to the U.S. Department of Housing and Urban Development.  (Resolution adopted, vote: 7-0  

8.     Reports from the Administration:

a.     Home Exterior Loan Program .  Proposed Resolution 2012-3 adopting a Home Exterior Loan Program.  (Resolution adopted, vote: 7-0)

b.    FY 2013 Proposed Budget .  Presentation of the proposed FY2013 Budget and proposed Resolution 2012-12 adopting the tentative budget of Ogden City for Fiscal Year 2012-2013.  (Accepted for review; public hearing set for tentative budget for June 5, 2012, vote: 7-0)

c.     Budget Opening – Lindquist Field .  Proposed Ordinance 2012-21 amending the budget for the Fiscal Year July 1, 2011 to June 30, 2012 by transferring funds from the Capital Improvement Fund account for the 31st Street Entryway to the Capital Improvement Fund account for Downtown Ogden Stadium as detailed in the body of the ordinance.  (Ordinance adopted, vote: 7-0)

d.    Utility Rate Proposal . 

                  i.    Presentations.

                ii.    Proposed Ordinance 2012-23 amending the Ogden Municipal Code by amending Subsection 4-6-1.B.19 to adopt new fees for sewer utility services; amending Subsection 4-6-1.B.20 to reflect Consumer Price Index increases for refuse services; amending Subsection 9-1-6.A to adopt new fees for water utility services; and providing direction on the use of revenue generated from the modified utility fees.  (Public hearing set for May 15, 2012, vote: 7-0)

                iii.    Proposed Joint Resolution 2012-3 approving a Utility Fund Management Policy consistent with city financial principles.  (Joint resolution accepted for review; final consideration on May 15, 2012, vote: 6-1)

9.     Reports from the Planning Commission: 

a.     Culinary Water Master Plan .  Proposed Resolution 2012-10 adopting the 2011 Ogden Culinary Water Master Plan.  (Public hearing set for May 15, 2012, vote: 7-0)

b.    Storm Drain Master Plan .  Proposed Resolution 2012-11 adopting the 2011 Storm Drain Master Plan Update.  (Public hearing set for May 15, 2012, vote: 7-0)

10.  New Business.

a.     Capital Improvement Plan FY 2013-2017 . 

                  i.    Presentation.

                 ii.    Proposed Ordinance 2012-22 approving the Capital Improvement Plan for Ogden City for the Fiscal Years 2013 to 2017.  (Public hearing set for May 15, 2012, vote: 7-0
