Salary : $3,240 to $7,416 per month (DOQ)
Responsibilities :

Knowledge of:  Management skills to analyze programs, policies and operational needs; principles and practices of program development and administration; principles and practices of municipal budget preparation and administration; principles of supervision, training and performance evaluation; pertinent Federal, State and local laws, codes and regulations.

Ability to: Manage, direct and coordinate the work of lower level staff; select, supervise, train and evaluate staff; oversee and direct the operations; develop and administer, division goals, objectives and procedures; prepare and administer large and complex budgets; prepare clear and concise administrative and financial reports; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; research, analyze and evaluate new service delivery methods and techniques;  interpret and apply Federal, State and local policies, laws and regulations; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work;  communicate with others, read and write, operate assigned equipment; maintain mental capacity which allows the capability of making sound decisions, demonstrating intellectual capability.

Essential Functions: Under administrative direction of the Public Services Director; performs work of unusual difficulty in planning, directing and coordinating the activities of the Engineering division; plans, directs and coordinates the preparation of designs, plans, maps and specifications for the construction of such city wide improvement projects as streets, alleys, storm drains, sewers, street lighting, sidewalks and parking lots; supervises the functions of field surveying, mapping, contracts, construction inspection, office engineering and the maintenance of records; confers and coordinates with other departments, governmental and private organizations on engineering matters; conducts negotiations for contracts and agreements with other agencies.  Participates in the preparation of a long range program of Public Services improvements including long range planning of construction programs; directs the preparation of work schedules; review construction costs and prepared studies on the financing of needed projects; directs research and compilation of required reports; prepares engineering division budget estimates; determines personnel requirements for the division and interviews and hires prospective employees; presents talks before various civic organizations on public works projects and plans; answers questions concerning all city engineering matters.  Supervises and participates in review plans for new subdivisions and developments and advises developers in the department of new properties; attends a variety of City Council and Committee Meetings to provide technical advice on a broad range of engineering matters; receives and disposes of public complaints concerning engineering and construction projects of the City; prepares annual budget and a variety of administration reports; prepares and submits formal cost estimates, applications and forms for Federal grant funding; provides and reviews legal descriptions and deeds affecting City transactions.  Performs related work as required.

 

Qualifications : Experience and Training Guidelines: Completion of college level coursework for a major in civil engineering and six years of engineering experience, two of which were in a supervisory capacity; considerable knowledge of the principles and practices of civil, structural, hydraulic, and flood control engineering related to municipal surveys, plans, and public works design; considerable knowledge of public works construction and maintenance methods, materials and equipment; considerable knowledge of state and local codes and ordinances relating to civil engineering and construction work; good knowledge of principles and practices of management; considerable skill in the application of the principles and practices of civil engineering and management to the direction of a municipal engineering department; considerable skill in formulation of project concepts; working skill in communicating with the public, consultants and City officials; working skill in providing leadership to a major municipal functions; registration as a professional engineer in the State of Utah.  Must have a valid Utah driver’s license.

Education Requirement: Successful applicant must submit a copy of educational requirements before appointment.

Veteran’s Preference Points: Applicants must submit a copy of his/her DD-214 with application in order to receive veteran’s points.  This is for initial appointments only.

Driver License Report (MVR): Driver license report (MVR) will be obtained by the Human Resources division is applicable.
