The Youth Crimes Bureau of the Ogden City Police Department, is commanded by Lt. Loring L. Draper.  He has administrative responsibility for all of the sections that conduct follow-up investigations and have case management responsibilities which fall under the Youth Crimes Bureau.

The Youth Crimes Bureau is comprised of the Child Abuse and Neglect Investigations Unit, the Domestic Violence Investigation Unit, The Ogden Metro Gang Unit, Vice, School Resource Officer Program, and the D.A.R.E. Program.  The focus of the Youth Crimes Bureau centers on Investigations, Interdiction, and Prevention activities that directly impact youth criminality.

Lt. Draper joined the Ogden City Police Department in September, 1976.  He has served in Patrol, Motors, K-9, SWAT, and Gangs.  He has served as the Bureau Commander since May, 2005.
